The challenge in local governments trying to create “place” In the working paper entitled Cities as Entertainment Centers: Can Transformative Projects Create Place? by Lynne B. Sagalyn and Amanda G. Johnson, the two authors discuss how global entertainment centers, such as New York’s Times Square or London’s West End, are created and what makes them fail or succeed. The paper is fascinating because although it discusses global entertainment centers, it inadvertently explains why local governments in China have repeatedly produced what many in the media have dubbed “ghost cities” and why creating “place” is more than just constructing shiny new skyscrapers.
